Mining Cabinet Secretary Ali Hassan Joho on Friday launched the post-mining land use advisory report and presided over the signing of the community royalty disbursement framework at the Kenya School of Government (KSG) in Matuga, Kwale County, in a move aimed at strengthening sustainable mining and community benefits.

During the event, Joho confirmed that the legal framework governing the 10 per cent community royalty share from Base Titanium’s mining operations has been finalized and signed.

He said the funds, estimated at Sh900 million, are currently held by the National Treasury and will be released once the relevant regulations are gazetted.

“The framework is now in place to ensure communities benefit directly and transparently from mining activities carried out in their areas,” Joho said.

The Post-Mining Land Use Advisory Report provides guidance on land rehabilitation and utilization after mining activities end, focusing on environmental restoration, economic sustainability and long-term community livelihoods.

According to the Cabinet Secretary, the report will serve as a national reference for responsible mine closure and post-mining planning.

Joho said the government is keen on aligning mining operations with sustainable development goals, ensuring that communities are not left disadvantaged once mineral resources are exhausted.

The Cabinet Secretary also held a consultative engagement with leaders on the proposed Mrima Hills mining project, emphasising that the discussions were not meant to approve mining activities.

He clarified that no agreement has been signed, no license issued and no investor engaged regarding the project. This is after concerns from some members of the public asking the government to ensure all agreements and benefits are made public.

He reiterated the ministry’s commitment to inclusive consultations and lawful processes, noting that mining decisions must balance economic development, environmental protection and community interests.

Present at the meeting was Kwale county delegation led by Deputy governor Chirema Kombo , base titanium officials , mining stakeholder, Kwale county members of parliament, senator Issa Boi and Woman rep Fatuma Masito.

The launch and signing signal renewed momentum in reforming Kenya’s mining sector to promote accountability, environmental stewardship and shared prosperity for host communities.
